You can not give NEET with PCM alone.
Biology is core subject for NEET examination and a student is required to have basic knowledge about it, which is judged based on class 12th record.
If you wish to take part in NEET then you do have a option to give class 12the examination with PCB through NIOS.
NIOS (National Institute for Open Schooling) is a government initiative to help students improve their score or change class 12th subjects.
