When static images of a moving object are rapidly presented to the eye at a rate exceeding 16 frames per second, the brain interprets the object as being in motion.
This is due to the brain's limited retention span of approximately 16 frames per second. Moreover, after viewing an object, there is a subsequent period of approximately 16 seconds during which our eyes remain closed.
