See, combustible substances have low ignition temperatures i.e temperature at which it catches fire. Therefore, it catches fire easily.
Non-combustible substances are mostly those which have already reacted with oxygen & further don't want to react with oxygen. Therefore, they don't readily burn i.e. react with oxygen when heated.
