A quadrilateral needs four sides and an angle to fix.

If there are only four side lengths are given, then we can form a link with varying angles.

So, theoretically we can say, we can make any number of quadrilaterals (infinite).

If lengths are suitable i.e. the sum of three smaller sides should be greater than the fourth side for the figure or link closed

and form a quadrilateral or closed figure.
