Answer:

An open end to the pipe is an approximation to a zero impedance. A true zero impedance would preserve the flow of air or other material behind the shock wave, but totally short-circuit the pressure increase. In practice, the pressure increase is mostly short-circuited. So then the shock wave races ahead, creating a negative pressure  zone which travels back up the tube as a negative shock wave.

So with both closed and open ends you get a reflection.
