Cosmic rays (a) originate outside the solar system from distant galaxies (b) are high energy radiation (c) very rarely come to earth’s atmosphere, but if they have impact with earth’s atmosphere, they produce secondary particles which reach the earth surface.

Generally waves are termed as electro magnetic if they display either the electrical and/or the magnetic property. But cosmic rays are high energy charge particles which are not electromagnetic in nature.
