EM waves consists of Electric and Magnetic Fields perpendicular to each other and the direction of the propagation of the wave is perpendicular to the direction of the Fields. We also know that an oscillating electric field produces an oscillating magnetic field and an oscillating magnetic field produces an oscillating electric field. Thus an oscillating electric and magnetic field is required for EM waves to be produced.
