Question:
when a balloon is rubbed against a cloth, why does the electrons flow from the cloth to the balloon and not viceversa? What is the reason for the electrons to flow from cloth to the balloon?
Answer:

When we rubbed any two objects with each-other, then the transfer of electrons depends on a factor, that is called Work- Function.

Work Function is the minimum energy required to remove an electron from the surface of the object.

So, between the two rubbed objects, the one which have less Work function will remove the electrons first  and due to deficiency of negative charges, acquire Positive charge
