Two charged bodies with the same polarity can often attract one another if they are close compared to their sizes and if charge is free to move around on one or both of them. 

In that case, Object A attracts some opposite charge to the nearer side of Object B, and because its now closer, it gives a large attractive force. The far side of Object B of course now has extra charge of the same sign as Object A, but its further away and so the repulsive force is small.
