If any atom is loosing or gaining an electron this information is given by Oxidation state of elecment

Example Na₂SO₄ , In this compound 2Na²⁺ + SO^-2₄ 

it means Na is loosing one electron and SO₄ is gaining Two electron

While ground state is the state where none of the atom is reacting, if we study periodic table all of the atoms are in Ground state no chage is there
