Yes we can. In hard water, due to the presence of calcium ions, sopas react with these and forms insoluble salts. Hence, soaps do not lather in hard water.
However, synthetic detergents can react with the calcium ions present in hard water to form soluble salts. Therefore, it lathers in hard water as well.
