Answer:
Dust particles will start travelling in direction opposite to discharge electrode and go towards the plate because they were going towards the plate anyway. They will go and the moment they hit the plate, they will discharge and will stick to the wall. Yes , dust particles move so cause pollution and then they stick to a wall.
