 As given, the moment of inertia of a this rod about an axis passing through its centre and normal to its length is ML2 /12

 This is shown in the diagram as axis AB

 Now, we need Moment of inertia about an axis passing through its end and normal to its length as shown by the axis XY.

 By parallel axis theorm, IXY  = IAB + M(L/2)2

                                                     = ML2 / 12 + ML2 /4
