Regelation is the phenomenon of change of state from solid to liquid on application of pressure. it is the phenomenon of conversion of solid to liquid under pressure, and not temperature, and also the conversion of the liquid back to solid upon removal of the pressure. 

For example, when pressure is applied on ice at 0°C, then it converts to liquid, and upon removal of the pressure it converts back to solid.
