A drop of liquid in equilibrium is acted is acted by gravitational force and the forces due to surface tension. For a small drop, the gravitational potential energy is smaller than potential energy due to surface tension. Hence, to keep equilibrium, the liquid tends to contract so that its surface area will be the least and the drop becomes spherical. It explains why small drops of rain are spherical in shape.
