In a rotational motion, there is a conservation of angular momentum.  The symbol for angular momentum is the letter L. Just as linear momentum is conserved when there is no net external force, angular momentum is constant or conserved when the net torque is zero.

We know that angular momentum = Rotational inertia * Angular velocity

That is, L=Iω

If the value of I decreases, then angular velocity increases so as to keep the value of L constant.
