

A protic acid is defined as the one which can ionise in solution producing protons (H+ ions). Boric acid is not a protic acid because it does not ionise in water to give H+ ions.
It accepts a pair of electron (as shown below) from OH- ion of water, and thus, acts as a lewis acid.
B(OH)3 +2H20 → [B(OH)4]- + H3O+
