Cold water gets hotter than normal water. The rate of heating of liquid depends on the magnitude of the temperature difference between the liquid and its surroundings. As a result, cold water will absorb heat faster while it is still cold. Once it reaches to the temperature of hot water, the heating rate becoming slows and brings it to a boil temperature of the water that was hot to begin with.
