As you told that waxy layer of epidermis(I.e cuticle) is not present in roots Rather it is present in stem or leaves when you were talking about epidermal tissue system . So, why it is that in monocot Root we are having casparian strips that is wax?

Casparian strips are not at all wax layers. It is a band of cell wall material deposited in the radial and transverse walls of the endodermis.
