Indian Sri Lanka are both sovereign Nations and have right to resources within their respective territorial waters which extents for 12 nautical miles from the coast there is no dispute between the countries regarding the resources within these waters however if they there are any resources that are located in an area be on the 12 nautical milet then it would be cinsidered as a part of international waters and would be subjected to the United Nations conventions to the law of sea (UNCLOS) which regulates the use of these resources.
