It is atmospheric refraction, not atmospheric reaction.

As we know that our earths atmosphere have some layers.

Every layer of atmosphere has different density so they behaves like different different mediums  and hence the speed of light in every layer is different.

So, when light rays coming from Sun enters in earths atmosphere, due to change of medium the light rays bends and this bending of light due to atmosphere layers is called atmospheric refraction.
