We say that rainbow forms due to raindrops but rain drops come down to the earth but rainbow doesn't come down why?

Rainbow is not formed by the rain drops, it is formed due to diffraction of light through the water drops and the dust particles present in the atmosphere. Thus it forms in the exterior atmosphete where the refraction of light takes place due to the presence of water and atmospheeric dust particles.
