Ores is a mixture of substances including metals. So it cannot be a metal. Ores are minerals from which a metal can be extracted profitably. So, all ores are minerals, but those minerals from which metals cannot be extracted in pure form profitably are not ores.

Example, aluminium is present both in clay and bauxite minerals. But aluminium cannot be profitably extracted from clay, but can be eaisly extracted from bauxite in a pure form. So, Caly is just a mineral containing aluminium, but bauxite is an ore for alumiium.
