Not all the materials reflect light. Certain materials completely absorb or reflect light while certain others reflect a part of the incident light while transmitting the rest.

As we know, light bounces off from the object. Consider items like mirrors which are smooth and polished. Here light is reflected uniformly according to the direction from where it came. Thus we see exact reflections. However, we do not see such exact shape when the light bounces of the rough surfaces, as the direction of the reflected light rays are different with respect to one another.

In general, reflection is mostly a result of interaction between the photons of light and the electrons on the surface of the material.
