Steps of Construction:

1. First draw a circle having center at O.

2. Now, draw a line connecting the point to the center of the circle.

3. Construct the perpendicular bisector of that line.

4. Now, place the compass on the midpoint, adjust its lengthto reach the end point and

draw an arc across the circle.

where the arc corsses the circle will be the tangent points.
