Construction:

1. Draw a circle of radius of 4.5 cm

2. Take a point P outside of the circle and take two chords QR and ST.

3. Draw perpendicular bisectors of these chords and let they intersect at point O

4. Join PO and bisect it.

5. Let U is the mid-point of PO.

6. Now, taking U as a centre, draw a circle of radius OU which intersects the circle at V and W.

7. Join PV and PW.

Now, PV and PW are the required tangents.
